Special Unit 101 (aka Jeff) is on his way to a mission, which he received from the tower. He is a part of a special operation team, which reports to the tower.

The tower is the operation center of the Minestone INC Company., it takes control over each special  Unit and their missions. This Company is the goverment of this planet and rules over the mining of Sleavequartz, which represents the currency.
